摘　　要：在生产组织范式变革、要素禀赋结构转换和数字技术进步的不断推动下,全球价值链数字化转型逐渐成为数字全球化发展的动力源泉。然而,在全球价值链转型下,数字全球化却面临多重挑战与治理难题,亟须以治理理念包容为基本前提,以参与主体包容为必要条件,推动数字贸易增长规模和增长结构包容,确保数字技术进步环境、能力和方向包容,缩小分工利益分配的相对差距,实现转型升级的治理结果包容。由此,文章系统建构一个兼顾效率与公平的包容性价值链治理框架及其塑造机制。“数字丝绸之路”包容性价值链塑造机制主要包括强化均衡普惠的数字公共产品供给、重塑超大规模数智化联结的价值链分工网络、积聚以自主创新为核心的内生转型动力、开拓数字技术进步包容的数实融合新路向、促进价值共创与利益共享的协同转型。在高质量共建“数字丝绸之路”进程中,各国基于共建共治共享的新型治理观,凝聚治理共识、强化顶层设计和创新发展机制。为此,应通过构建数字经济多边协同治理体系,形成包容性价值链治理全新格局;共筑多重软硬数字互联互通环境,促进包容性数字贸易投资便利化;塑造包容性数字技术创新生态,构建数字经济繁荣发展共同体和大市场,释放共建“一带一路”国家数字经济增长巨大潜能;建立公平正义的利益分配机制,最终实现以“数字丝绸之路”建设引领新型数字全球化的共同繁荣目标。Driven by the paradigm changes in production organization,structural transformation of production factors and endowments,and progress of digital technology,the digital transformation of global value chains has gradually become a driving force for the development of digital globalization.However,digital globalization faces multiple challenges and governance difficulties against the backdrop of transformation in global value chains.It is imperative to adopt an inclusive governance concept and include diverse participating parties to promote inclusive growth of digital trade in terms of scale and structure.This will help ensure an inclusive environment,capability and direction for technological advancement in the digital realm and narrow the relative gaps in the distribution of labor-division benefits so as to make the governance outcomes of transformation and upgrading more inclusive.For this purpose,this article systematically constructs an inclusive value chain governance framework and its shaping mechanism that take both efficiency and equity into account.The shaping mechanism for the inclusive value chain of the digital silk road mainly consists of strengthening the supply of balanced and universally beneficial digital public goods,reshaping the super-large-scale digital-intelligent connected network for the division of labor in the value chain,accumulating endogenous transformation impetus with independent innovation as the core,developing a new path of inclusive digital technology progress that integrates digital and real economy,and promoting the collaborative transformation of value creation and benefit sharing.During the high-quality development of digital Silk Road,countries should build consensus on governance,strengthen top-level design and innovate development mechanisms based on the new concept of governance featuring extensive consultation,joint contribution and shared benefits.For this end,a multilateral and coordinated governance system should be built for digital economy to create a new pattern of
