摘　　要：中俄数字经济合作拥有良好的基础和巨大潜力,双方在技术创新、基础设施建设、电子商务等领域展现出互补优势并取得了显著合作成果。然而,当前全球大环境的复杂形势,特别是国际政治经济格局的变动,给全球数字经济发展及国际合作环境带来了深刻影响。中俄数字经济合作面临数字制裁、二级制裁、IT人才流失、支付系统干扰及舆论环境恶化等多重挑战,两国如何在数字经济领域探索共赢发展路径,是应对外部挑战、加强政治互信、促进经济发展和转型、保障技术安全与防范风险、共同应对数字鸿沟的迫切需求。为携手应对挑战,中俄两国应通过强化政策沟通、深化技术创新合作、推动软硬“双联通”、深化金融合作、加强网络安全、深化人文交流、参与国际规则制定等,共同推动数字经济领域合作,为构建命运共同体及完善全球数字经济治理体系贡献力量。China and Russia have a strong foundation and tremendous potential for cooperation in the digital economy.Both countries demonstrate complementary advantages and have achieved significant collaborative outcomes in areas such as technological innovation,infrastructure construction,and e-commerce.However,the complex global landscape,especially the changes in the international political and economic landscape,has had a profound impact on the development of the global digital economy and the international cooperation environment.Sino-Russian digital economy cooperation faces multiple challenges,including digital sanctions,secondary sanctions,IT talent loss,payment system disruption,and deterioration of the public opinion environment.Exploring paths for mutually beneficial development in the digital economy sector is an urgent requirement for both countries to address external challenges,enhance political mutual trust,promote economic development and transformation,safeguard technological security,mitigate risks,and jointly address the digital divide.To jointly address the challenges,China and Russia should enhance policy communication,deepen technological innovation cooperation,promote"hardware"and"software"connectivity,deepen financial cooperation,strengthen cybersecurity measures,deepen peopleto-people exchanges,and participate in the formulation of international rules.These efforts aim to jointly promote cooperation in the digital economy and contribute to building a community with a shared future and improving the global digital economy governance system.
