摘　　要：当前老旧小区改造仍存在基础设施落后、居民参与度低、资金筹措难、历史文化保护不足等问题。面对这些挑战,文章提出了加强政府引导、完善立法规范、创新融资机制、激发居民参与、注重文化遗产保护等策略。通过顶层设计与多方参与相结合,旨在推动老旧小区改造工作的系统性、规范性发展,以期达到促进社会和谐、提升城市品质的目标。文章对于理解我国城镇老旧小区改造的现状与挑战,以及探索有效的应对策略具有重要的理论和实践意义。There are still problems in the transformation of the old neighborhoods,such as backward infrastructure,low participation of residents,difficulty in raising funds,and insufficient historical and cultural protection.To address these challenges,the paper proposes strategies including strengthening government leadership,improving legislative standards,innovating financing mechanisms,stimulating resident participation,and focusing on the protection of cultural heritage.By combining top-level design with multi-party participation,it aims to promote the systematic and standardized development of the transformation work of the old neighborhoods,so as to achieve the goal of promoting social harmony and enhancing urban quality.This paper holds significant theoretical and practical value for understanding the current situation and challenges of the transformation of old urban neighborhoods,as well as for exploring the effective coping strategies.
