城镇老旧小区更新背景下基于公众参与的设计介入再审视

摘　　要：随着2020年7月以来全面推进城镇老旧小区改造工作的开展,老旧小区更新工作在全国如火如荼地进行。在城市更新进程中,各种基于设计介入更新的理念,如“城市针灸”“轻介入”“回归情境”“公众参与”被应用于全国各地大大小小的老旧小区改造中。但是,在具体实施过程中,对设计介入力度和公众参与概念没有准确的把控和清晰的界定,并且没有形成普遍的适用性,从而在建成环境和后期使用中产生诸多问题。文章通过对当下设计介入城镇老旧小区改造主流方式,以及公众参与普遍形式中的问题进行梳理与分析,探讨如何在未来城镇老旧小区改造中促进更加合理的设计介入形式与规范的公众参与模式。Since the comprehensive promotion of the renovation of old urban residential communities in July 2020,the renewal of old communities has been vigorously carried out across the country.In the process of urban renewal,various design-based renewal concepts such as“Urban acupuncture,”Light intervention,'‘Return to situation,'and Public engagement'have been incorporated into the renovation of numerous old communities nationwide.However,during the implementation process,there has been a lack of precise control and clear definition regarding the intensity of design interventions and the concept of public participation,which has led to a lack of general applicability,resulting in various issues in the built environment and subsequent use.This paper analyzes and reviews the current mainstream approaches to design intervention and common forms of public participation in the renovation of old urban communities,aiming to explore how to promote more reasonable design intervention methods and standardize public participation models in future renovation projects of old urban communities.
