摘 要:蓄洪区村庄面临的主要发展难题是洪水易发区域与村庄功能区域的高度重叠,基于单一行政村的资源配置和规划编制难以有效应对蓄洪风险。本文基于韧性理论,以乡村地理单元作为蓄洪区村庄规划的基本单元,重塑乡村韧性格局,破解蓄洪区村庄发展困境。同时,以安徽省淮河流域城东湖蓄洪区固镇镇为例,构建蓄洪区村庄功能评价指标体系,通过功能集成规则识别村庄主导功能,定量和定性分析得出村庄关联性检验结果,进而划定出三种类型蓄洪区乡村地理单元,并制定相应的发展策略。The main development challenge faced by villages in flood storage areas is the high overlap between flood prone areas and village functional areas.It is difficult to effectively cope with flood storage risks based on the resource allocation and planning compilation of a single administrative villag.Based on resilience theory,the paper takes rural geographical unit as the basic unit for village planning in flood storage areas,reshapes the rural resilience pattern,and solves the development dilemma of villages in flood storage areas.Meanwhile,taking Guzhen Town in the Chengdong Lake flood storage area of the Huaihe River Basin as an example,a functional evaluation index system for villages in flood storage areas is constructed.The dominant functions of villages are identified through functional integration rules,and the results of village correlation tests are obtained through both quantitative and qualitative analysis.Three types of rural geographical units in flood storage areas are delineated,and corresponding development strategies are formulated in this paper.
