城市评比表彰是否推动了工业用地绿色配置?——来自全国文明城市评比的证据

摘　　要：在高质量发展背景下,如何通过合理配置生产要素实现绿色发展,已逐渐成为我国经济可持续发展所面临的重要问题。本文以“全国文明城市”评比为例,利用2004—2019年的土地出让数据,运用多期PSM-DID方法评估了入选“全国文明城市”是否能够有效促进工业用地绿色配置,并深入探究了其传导机制。研究发现,全国文明城市评比表彰显著提升了地方政府工业用地配置给低污染企业的比例,并且这种影响在资源型城市、规模较大和市场化程度较低的城市中表现得更为明显。在影响机制方面,全国文明城市评比表彰能够提升绿色发展的关注度和环境保护的财政支持度,使得地方政府引进更加绿色环保的企业。本文揭示了评比表彰是否有助于地方政府转变行为并促进城市绿色转型,并深刻探究了地方政府配置资源时所面临的激励与利益权衡,为促进资源合理配置、更好地提高绿色经济效率,以及实现高质量发展提供了经验证据和政策参考。Against the background of high-quality development,how to realize green development through rational allocation of production factors has gradually become an important issue faced by China's sustainable economic development.Taking the national civilized city selection as an example,using the land transfer data from 2004 to 2019,this study uses the multi-period PSM-DID method to evaluate whether the national civilized city selection can effectively promote the green allocation of industrial land,and explores its transmission mechanism.The study finds that the national civilized city selection significantly increases the proportion of industrial land allocated by local governments to low-polluting enterprises,and this impact is more pronounced in resource-based cities,larger cities,and cities with lower marketization.From the perspective of the impact mechanism,the national civilized city selection can enhance the attention to green development and financial support for environmental protection,and enable local governments to introduce more green enterprises.This paper reveals whether the evaluation and commendation can help change the behavior of local governments and promote the green transformation of cities,and explores the incentives and benefits trade-offs faced by local governments when allocating resources,which provides empirical evidence and policy reference for promoting the rational allocation of resources,better improving the efficiency of green economy,and achieving high-quality development.
