摘　　要：“一带一路”职业教育战略联盟作为职业教育国际合作与交流的重要载体,对促进共建国家经济社会的发展具有重要意义。基于嵌入性视角,从制度脱嵌、结构脱嵌、关系脱嵌、认知脱嵌剖析“一带一路”职业教育战略联盟运行机制,发现其存在顶层设计不够完善、与“一带一路”建设耦合度低、联盟主体互动深度不足、联盟成员组织认同感不强等问题。为促进“一带一路”职业教育战略联盟的长效运行,应从完善联盟制度、聚合联盟资源、巩固联盟关系和共筑联盟文化方面努力,持续提高其服务“一带一路”建设的耦合度,拓展联盟成员的合作深度,增强联盟组织的认同,提高“一带一路”职业教育国际化水平,从而更好地助力“一带一路”共建国家经济社会的发展。As an important plat form of international cooperation and exchange in vocational education,the Belt and Road vocational education strategic alliance is of great significance to promoting the economic and social development of the Belt and Road countries.From the perspective of embeddedness,this paper analyzes the operational mechanism of the Belt and Road vocational education strategic alliance from the perspectives of system,structure,relationship and cognition,and finds that there are problems such as its top-level design is not perfect,the coupling degree with the Belt and Road construction is low,the interaction depth of the alliance main body is insufficient,and the sense of identity of the alliance member organizations is not strong.In order to promote the long-term operation of the Belt and Road vocational education strategic alliance,efforts should be made to improve the alliance system,consolidate alliance resources,consolidate alliance relations and jointly build alliance culture,continuously improve the coupling degree of its service to the construction of the Belt and Road,expand the depth of cooperation among alliance members,enhance the recognition of alliance organizations,and improve the internationalization level of Belt and Road vocational education,so as to better help the Belt and Road to jointly build national economic and social development.
