摘　　要：随着全球化的发展,数字经济已成为世界经济增长的新引擎。欧洲是数字单一市场建设的先行者,30多年来,在国际竞争加剧的背景下锐力推进数字化和数字经济的发展,并在单一市场建设方面积累了不少经验。欧洲数字单一市场历经曲折,从初始的数据化转型之举到内部市场化、数据要素自由流动,再到当前强调对外防御、保障数据安全、保护数据隐私与强调产业竞争力,成效显著。其建设过程中呈现出高雄心、高标准、安全化等特点,进而推动欧洲一体化进程走出困境并带动欧盟经济复苏,对外扩大在全球数字领域的影响力。但是,欧洲数字单一市场的建设也面临技术不匹配、基础设施滞后、数字鸿沟等问题和挑战,未来需要继续努力,以推动规制立法,在安全与创新之间、在绿色转型与可持续发展之间谋求平衡,最终助力战略自主。With the development of globalization,the digital economy has become a new engine of world economic growth.Europe is a pioneer in the construction of the digital single market.Over the past 30 years,it has promoted the development of digitalization and the digital economy against the backdrop of intensified international competition and has accumulated a lot of experience in building a single market.The European digital single market has gone through twists and turns,from the initial digital transformation to internal marketization and the free flow of data elements,and then to the current emphasis on external defense,ensuring data security,protecting data privacy,and emphasizing industrial competitiveness.Its construction process presents the characteristics of high ambition,high standards,and security,which will push the European integration process out of the predicament and drive the EU's economic recovery and expand its influence in the global digital field.However,the construction of the European digital single market also faces problems and challenges such as technology mismatch,lagging infrastructure,and the digital divide.In the future,Europe needs to promote regulatory legislation,seek a balance between security and innovation and between green transformation and sustainable development,and ultimately promote strategic autonomy.
