摘　　要：幸福河湖建设是新时代推进河湖治理保护、维护河湖健康生命的有力抓手。为贯彻落实习近平生态文明思想,巩固国家级生态文明建设示范区工作成效,汕头市澄海区积极开展韩江河口地区幸福河湖建设的探索与实践。文章以韩江河口莲阳河流域水利建设为研究对象,围绕重要历史阶段,分析不同时期建设“幸福河”的经验及做法,梳理“澄海模式”幸福河湖迭代升级的内在逻辑,总结归纳河湖治理及幸福河湖建设的经验启示,以期为全国其他河口地区建设幸福河湖提供路径和措施借鉴。The building of happy rivers and lakes is an effective tool for promoting river and lake governance,protection,and maintaining healthy life in the new era.In order to implement Xi Jinping s Ecological Civilization Thought and consolidate the effectiveness of the national ecological civilization construction demonstration zone,Chenghai District of Shantou City actively explores and practices the building of happy rivers and lakes in the Hanjiang River estuary area.This article takes the water conservancy construction in the Lianyang River Basin at Hanjiang River estuary area as the research object,analyzes the experience and practices of building“happy river”in different periods around important historical stages,sorts out the internal logic of the“Chenghai Model”of the iterative upgrading of happy rivers and lakes,and summarizes the experience and lessons-learned of river and lake governance and construction,in order to provide a path and measure reference for the building of happy rivers and lakes in other estuary areas across the country.
