国土空间规划体系中“单元规划”的转型路径思辨:迈向治理型规划

摘　　要：在总结单元规划发展演变的基础上,提出其制度目标是实现总体规划与详细规划之间的传导衔接以及以单元为范围推进空间治理。对单元规划在运行中的分解传导、实施管控和治理结构等问题进行了分析,认为传统的“精确对应传导”、蓝图管控和技术导向特征难以适应当前空间治理体系转型的要求。进一步对国土空间规划体系中的单元规划定位进行了讨论,并提出应强化规划政策在“总—详”传导中的作用,在实际操作中通过制定各类土地和空间使用规则为详细规划编制及其实施提供依据,同时推进以空间单元为范围的整体治理。在此基础上,从运行模式、编制内容上的规则化约束、动态治理机制三个方面探讨了单元规划的转型路径。Based on a summary of the evaluation of unit planning,this paper proposes that the institutional objectives of unit planning are to achieve a seamless linkage between comprehensive and detailed planning and promote spatial governance at the unit level.This paper analyzes issues concerning the decomposition of plan contents,plan implementation,and governance structure of unit planning in operation,suggesting that traditional notions of"precise consistency,"implementation control based on blueprints,and technology⁃oriented features are insufficient to meet the modernization requirements of current spatial planning system reform.Furthermore,we conduct an analysis of the positioning of unit planning within the new planning system,advocating for strengthening the role of planning policies in plan implementation.In practice,there is a need to provide land and spatial use rules for detailed plan compilation and implementation management while simultaneously promoting holistic governance at the spatial unit level.This paper explicitly discusses the transformation trajectory of unit planning from operational modes,regulatory constraints on plan contents,and dynamic governance mechanisms.
