摘　　要：随着新时代国土空间规划体系的建立,控制性详细规划的内涵及逻辑亟需系统性、创新性的转变。基于政策背景,分四个阶段厘清控规的变迁以及当下新时代的变革要求,重点涉及核心价值观、全域全要素、差异化管理、精细网格化管理等方面,并从编制体系转变、技术方法转型、控规传导升级、分级分类管控、刚弹指标结合、广大公众参与等视角探讨详细规划思维逻辑的适应性调整,以期推动新时代控规理论与实践的些许进步。With the establishment of the new era′s territorial spatial planning system,the connotation and logic of regulatory detailed planning urgently require systematic and innovative transformation.Based on policy context,this paper clarifies the evolution of regulatory detailed planning and the transformation requirements of the current new era through four stages,focusing on core values,comprehensive elements,differentiated management,and refined grid management.It discusses the adaptability adjustments of detailed planning thinking logic from perspectives such as the transformation of the planning system,the transition of technical methods,the upgrading of regulatory detailed planning transmission,hierarchical classification control,the combination of rigid and flexible indicators,and extensive public participation,in order to promote some progress in the theory and practice of regulatory detailed planning in the new era.
