摘　　要：详细规划实施评估是规划闭环运行体系的环节,面向规划本体、结果、过程等开展,是保障规划实施不走样、提高科学性和有效性的重要机制。融入首都规划治理、空间规划体系和总体规划实施统筹机制,在控规由地块转向单元管控的制度设计下,北京街区控规实施评估需探索一种由空间一致性转向实施绩效性的新思路。北京控规实施评估紧扣政府事权与治理需求,应重点关注实施效力、效率、效能、效应等维度内容,对街区“愿景目标、治理过程、实施成效、公众感知”等实施状态开展诊断,并通过工作机制、指标体系和技术方法的系统响应,促进规划评估更好发挥实用性政策工具效用。The regulatory planning implementation evaluation is an important part of the complete system of detailed planning,which mainly focuses on the ontology,result and process of planning.It is of great significance in ensuring implementation in accordance with the plan,improving the scientific and effective nature.As part of the capital planning and governance,spatial planning system and overall planning implementation mechanism,Beijing regulatory planning implementation evaluation connects the key points of regulatory planning reform from land parcels to units,and explores a new idea from spatial consistency to implementation performance.This paper aligns with the government′s authority and governance needs,focusing on four dimensions:implementation effectiveness,efficiency,efficacy,and impact,to diagnose the"vision goals,governance process,implementation outcomes,and public perception"of neighborhoods.More importantly,it actively responds to the new spatial governance system,establishes indicator systems,technical methods,and working mechanisms,and promotes the better utilization of practical policy tools in regulatory evaluation.
