摘　　要：推进“平急两用”公共基础设施建设,对于推动超大特大城市加快转变发展方式、创造新的投资和消费增长点具有重要意义,也是统筹发展和安全、提升超大特大城市应急保障能力的迫切需要。以超大特大城市“平急两用”公共基础设施为研究对象,梳理总结纽约、东京、巴黎、新加坡等城市国际经验和国内21个超大特大城市的典型案例,开展“平急两用”公共基础设施的现状评价、问题分析,聚焦“平急两用”公共基础设施的概念类型、基本特征、建设内涵,提出我国超大特大城市“平急两用”公共基础设施对策建议。Advancing the construction of"dual use of regular and emergency"public infrastructure is of great significance for accelerating the transformation of development modes,creating new investment and consumption growth points in mega cities,and is also an urgent need to coordinate development and safety,and enhance the emergency support capacity of mega cities.This article takes the"dual use of regular and emergency"public infrastructure in mega cities as the research object,summarizes international experiences such as New York,Tokyo,Paris,Singapore,and 21 domestic cases of mega cities,conducts the current evaluation and problem analysis of"dual use of regular and emergency"public infrastructure,and focuses on the concept type,basic characteristics,and construction connotation of"dual use of regular and emergency"public infrastructure,propose countermeasures and suggestions for the dual use of public infrastructure in super large cities in China.
