摘　　要：将社会全部文化活动划分为最终文化活动和中间文化活动,能够发现功能多元转型背景下的城市公园既是最终文化活动的承载空间,也发生着大量的中间文化活动,在居民日常文化活动中扮演着重要角色,日益成为最重要的城市空间类型,并完成公共价值的创造,但公共价值理论对此现象的关注不够。成都市作为城市公园治理的典型案例,挖掘其城市公园文化治理过程中面对的资源结构、约束结构和动力结构,回顾其采取的优化资源配置、放宽行政许可和引导公众参与等行为,审视政治声誉和公共认可等治理绩效,并与公共价值理论相结合,能够从回溯性视角提炼出文化治理创造公共价值的一般性做法,形成实现文化治理绩效的行动框架,为其他城市提供先验性的治理经验,有效促进文化善治。The classification of all cultural activities into ultimate cultural activities and intermediate cultural activities reveals that urban parks,under the backdrop of multifunctional transformation,not only serve as spaces for ultimate cultural activities but also host numerous intermediate cultural activities.These parks play a pivotal role in the everyday cultural lives of residents,emerging as one of the most significant types of urban spaces and contributing to the creation of public value.However,the public value theory has insufficiently addressed this phenomenon.Using Chengdu as a representative case study of urban parks,this research examines the resource structures,constraint structures,and motivational structures faced in the process of cultural governance of urban parks.It reviews strategies such as optimizing resource allocation,loosening administrative regulations,and encouraging public participation,and evaluates governance performance in terms of political reputation and public recognition.By integrating these insights with public value theory,the study identifies generalizable approaches to cultural governance that foster public value creation from a retrospective perspective and proposes a performance realization model for cultural governance.These findings offer transferable governance experiences for other cities,effectively promoting cultural good governance and the governance of culture.
