摘　　要：在产业结构调整中加快绿色创新、形成绿色新质生产力是促进发展方式转变与新旧动能转换的重大举措,更是实现中国经济高质量发展与中国式现代化建设的重要支撑。本文实证考察了《产业结构调整指导目录》(以下简称《指导目录》)对企业绿色创新的影响,发现《指导目录》能促进企业绿色创新。机制分析发现,《指导目录》既能通过促进产业结构绿色化调整、给予企业财政扶持和信贷支持来优化企业面临的外部绿色创新环境,也可以通过促进要素结构向研发型转变、提高企业绿色投资水平、促使企业制定绿色发展战略来强化内部绿色创新能力。异质性分析表明,《指导目录》对市场化程度、政府环保重视度和公众环保关注度较高地区、劳动密集型和污染密集型行业、非国有和小规模企业的影响更为明显。基于产业关联的研究结果表明,《指导目录》的影响存在行业溢出效应,并能促进上游企业绿色创新。进一步研究发现,《指导目录》的绿色创新效应可以降低企业碳排放强度。本文结论可为中国实现碳达峰碳中和目标提供理论支撑与决策参考,也可为中国完善产业政策体系、优化支持绿色低碳发展的经济政策工具箱提供实践反思与经验证据。As China enters a new stage of development,balancing economic development with environmental protection has become a critical issue in China's transition to a green and low-carbon economy.Accelerating green innovation,a crucial support for green and low-carbon development,can enhance economic efficiency and improve the ecological environment.However,China is still facing enormous challenges in the formation of a green innovation environment.Therefore,stimulating the green innovation vitality of enterprises has become a key issue for all sectors of society in the process of achieving carbon peak and carbon neutrality goals.This article empirically examines the impact of the guiding catalogue for Industrial Structure Adjustment on enterprises'green innovation.We found that the guiding catalogue can promote enterprises'green innovation.Mechanism analysis reveals that the guiding catalogue can both optimize the external green innovation environment and strengthen internal green innovation capabilities.It achieves the former by promoting structural optimization and adjustment,and providing financial and credit support to enterprises.The latter is accomplished by fostering the transformation of factor structure towards research and development,enhancing green investment,and encouraging the formulation of green development strategies.Heterogeneity analysis shows that the guiding catalogue has a more significant impact on regions with higher levels of marketization,government and public environmental attention,labour-intensive and pollution-intensive industries,non-state-owned enterprises,and smallscale enterprises.From the perspective of industrial correlation,it is found that the guiding catalogue not only has spillover effects within the same industry but also promotes green innovation in upstream enterprises through these correlations.In addition,the green innovation effect of the guiding catalogue will reduce the future carbon emission intensity of enterprises.The marginal contribution of this study is mainly reflec
