摘　　要：电信网络诈骗犯罪的治理效能有赖于侦查资源的合理投入与有效配置。当前,此类犯罪的侦查资源存在条块分割、资源配置缺乏统筹协调的问题。侦查资源优化配置的原则应与电信诈骗犯罪的侦查治理现状相适配,并遵循科学性、系统性和技术赋能等基本原则。应坚持“构建侦查中心,实现上下共治”的总体框架,并从组织、技术、法治、专业和制度等多个层面入手,加强组织机构建设、重视大数据技术、在法治轨道上保障资源有效配置、强化专业人才培养、促进运行机制构建,提升侦查资源优化配置的广度、深度和力度,促进电信网络诈骗犯罪侦查治理的法律效果、社会效果和经济效果,从而建设更高水平的平安中国。The effectiveness of combating telecom network fraud relies on the rational investment and efficient allocation of investigative resources.Currently,the allocation of these resources is fragmented and lacks coordinated planning.The principles for optimizing the allocation of investigative resources should align with the current state of telecom fraud investigation and adhere to principles of scientific,systemic,and technological empowerment.A holistic framework should be established based on the concept of“building an investigative center for collaborative governance”.This includes strengthening organizational structures,emphasizing big data technology,ensuring efficient resource allocation within the legal framework,enhancing professional talent development,and promoting the construction of operational mechanisms.By improving the breadth,depth,and intensity of resource allocation,the legal,social,and economic effects of combating telecom network fraud can be enhanced,thereby contributing to the construction of a safer China.
