摘　　要：时间利用是体现居民生活品质的重要维度。公共政策视域下的时间利用研究超越了简单的时间度量,更加注重时间利用的质量与个体满意度,强调时间利用的自由性、优质性和公平性。当前,我国居民时间利用面临着诸多问题,集中体现在工作-生活冲突、自由时间异化以及非生产性时间消耗等方面。解决上述问题,国家、社会与个人要形成合力,国家要注重时间合理利用的政策设计和制度保障,社会要加强时间合理利用的观念引导和社会支持,个人要不断提升时间合理利用的素养和能力。Time utilization is an important aspect that reflects the quality of life of residents.Research on residents'time use from the perspective of public policy goes beyond simple time measurement,focusing more on the quality and subjective experience of time use,and emphasizing the freedom,quality,and fairness of how time is spent.From a public policy perspective,current issues in residents'time utilization are mainly reflected in work-life conflicts,the alienation of free time,and non-productive time consumption.To address these issues,the state,society,and individuals must collaborate,paying attention to policy design and institutional guarantees for time utilization,strengthening the guidance of time utilization concepts,providing social support,and continuously improving individuals'time utilization literacy and abilities.
