低碳经济下公共交通运输管理研究

摘　　要：在“双碳”目标和低碳经济转型背景下,推动公共交通运输管理变革面临新形势、新要求。本文拟从构建新一代智慧交通基础设施生态、创新数据驱动的精细化运营服务模式、健全多元协同的低碳转型治理机制三个维度,系统探讨新时期推进公共交通高质量发展的思路和对策。研究认为,应统筹运用新技术赋能、数据价值挖掘、体制机制创新等手段,加快构建与低碳发展相适应的现代化公共交通治理体系,充分发挥公共交通在引领交通低碳转型、助力“双碳”目标实现中的关键作用。Under the background of the "dual carbon" goal and the transformation of low-carbon economy, promoting the reform of public transportationmanagement is facing new situations and new requirements. This paper systematically discusses the ideas and countermeasures for promoting thehigh-quality development of public transportation in the new era from three dimensions: building a new generation of intelligent transportationinfrastructure ecology, innovating data-driven refined operation and service models, and improving a diversified and collaborative low-carbontransformation governance mechanism. The study concludes that it is necessary to make overall use of new technology empowerment, data valuemining, institutional mechanism innovation and other means to accelerate the construction of a modern public transport governance system thatis compatible with low-carbon development, and give full play to the key role of public transport in leading the low-carbon transformation oftransportation and helping to achieve the "double carbon" goal.
