我国普惠金融发展减缓相对贫困的机制与效果研究

摘　　要：本文研究利用2005—2019年我国31个省(区、市)的面板数据,采用投影寻踪遗传算法和熵值法构建省级普惠金融指数和相对贫困指数,运用面板固定效应模型、门限效应模型和中介效应模型,从城乡两个视角分析普惠金融发展对减缓相对贫困的直接效应和间接效应。研究结果表明,我国普惠金融发展对城乡相对贫困具有显著的直接减缓效果,减缓作用呈现非线性门限效应,普惠金融通过提升地区经济发展水平和政府医疗支持水平间接减缓相对贫困,且存在明显的东西部地区发展差异。本文研究表明,普惠金融发展从直接和间接路径降低相对贫困的发生率,有利于促进共同富裕。在继续推动普惠金融发展的同时,我们应进一步明确相对贫困的内涵并构建区域化量化评估体系,有针对性地提高区域普惠金融发展水平,重视区域经济与普惠金融发展联动,缓解各地区普惠金融发展不平衡、共同富裕步伐不一致的问题。This study uses panel data of 31 provincial-level administrative regions in China from 2005 to 2019.The projection pursuit genetic algorithm and entropy method are employed to construct provincial-level inclusive finance indexes and relative poverty indexes.Through panel fixed effect models,threshold effect models,and mediating effect models,the direct and indirect effects of inclusive finance development on alleviating relative poverty are analyzed from both urban and rural perspectives.The research findings show that the development of inclusive finance in China has a significant direct mitigating effect on relative poverty in urban and rural areas.The mitigating effect shows a nonlinear threshold effect.Inclusive finance indirectly alleviates relative poverty by enhancing regional economic development level and government medical support level,and there are obvious development differences between eastern and western regions.The research suggests that the development of inclusive finance reduces the incidence of relative poverty through direct and indirect paths,which is conducive to promoting common prosperity.While continuing to promote the development of inclusive finance,we should further clarify the connotation of relative poverty and construct a regionalized quantitative evaluation system,improve regional inclusive finance developmental level in a targeted manner,attach importance to the linkage between regional economy and inclusive finance development,and alleviate the problems of unbalanced development of inclusive finance in various regions and inconsistent paces of common prosperity.
