中央苏区垦荒运动的历史考察

摘　　要：粮食事关国运民生,是国家安全的重要基础。中央苏区时期,党和苏维埃政府为解决苏区军民的粮食问题,推动苏区工农业的恢复发展,打破国民党的经济封锁,支援革命战争,采取了包括垦荒在内的一系列政策措施,取得了显著成效。垦荒作为扩大耕地面积、实现农业增产最为直接和有效的措施之一,受到了党和苏维埃政府的高度重视,中央苏区通过颁布政策法令、调剂劳动力、制定奖励措施、举办生产竞赛等手段发展垦荒运动,不仅保障了苏区的粮食安全,改善了民众生活,还强有力地支援了革命战争,具有重大的历史意义。中央苏区的垦荒运动能够在内外交困的恶劣环境中取得极大的成就,其经验和智慧值得学习借鉴。Grain is related to the national destiny and people’s livelihood,which is an important foundation for national security.During the period of the Central Soviet Area,the Party and the Soviet government adopted a series of policy measures,including land reclamation,to solve the food problem of the army and people in the Soviet Area,promote the recovery and development of industry and agriculture in the Soviet Area,break the economic blockade of the Kuomintang,support the revolutionary war,and achieve significant results.As one of the most direct and effective measures to expand arable land and increase agricultural production,land reclamation has received high attention from the Party and the Soviet government.The Central Soviet Area developed the land reclamation movement through the issuance of policies and laws,adjustment of labor force,formulation of reward measures,and holding production competitions.This not only ensured the food security of the Soviet Area and improved people’s lives,but also strongly supported the revolutionary war,which has significant historical significance.The reclamation movement in the Central Soviet Area was able to achieve great success in the harsh environment of internal and external difficulties,and its experience and wisdom are worth learning from.
