生态环境分区管控成果在产业园区规划环评中的应用实践

摘　　要：以内蒙古自治区赤峰市宁城县汐子工业园区为例,系统分析了“三线一单”管控要求在园区规划环评中的具体应用。通过分析园区环境现状,划分环境管控单元,制定分区管控要求和环境管控措施,构建了一套完整的环境管理体系。实践表明,通过实施生态环境分区管控,园区在规划优化调整、环境质量改善、资源利用效率提升以及产业准入管控等方面取得显著成效。Taking the Xizi Industrial Park in Ningcheng county,Chifeng city,Inner Mongolia Autonomous Region as an example,this paper systematically analyzes the specific application of the“three lines and one order”control requirements in the planning and environmental impact assessment of the park.By analyzing the current situation of the park environment,dividing environmental control units,formulating zoning control requirements and environmental control measures,a complete environmental management system has been constructed.Practice has shown that by implementing ecological environment zoning control,the park has achieved significant results in planning optimization and adjustment,environmental quality improvement,resource utilization efficiency enhancement,and industrial access control.
