摘　　要：潍坊市作为典型工业城市,重工业依赖特征显著,高质量发展基础薄弱,粗放发展问题未得到根本解决,经济发展与碳污减排矛盾突出。基于此,从保障机制、服务模式、潜能摸排及能力建设4方面总结环境要素保障现状,剖析存在的问题并提出对策,为经济可持续增长增添动力。Weifang,as a typical industrial city,has significant dependence on heavy industry.The foundation for highquality development is not solid.The problem of extensive development has not been fundamentally resolved.The contradiction between economic development and carbon and pollution emission reduction is prominent.Based on this,the current status of environmental element guarantee was summarized from four aspects:guarantee mechanism,service model,potential exploration and capacity building.The existing problems were analyzed and countermeasures were proposed to provide impetus for sustainable economic growth.
