摘 要:上海市五个新城高水平规划建设是上海市提升城市能级和核心竞争力的重要举措。在上海市经济社会发展全面绿色转型的背景下,五个新城建设发展急需与“双碳”战略进行深度结合。研究围绕上海市双碳战略目标要求,聚焦上海“十四五”重点发展的五个新城,基于其低碳发展现状与问题特征,在借鉴国内外经验的基础上,从低碳技术融合、区域协同发展、低碳管理增效以及低碳实践创新等方面,提出了优化五个新城低碳发展路径和相关对策建议。The high-level planning and construction of the five new cities in Shanghai is an important measure to enhance the city's level and core competitiveness.Against the backdrop of the comprehensive green transformation of Shanghai's economic and social development,the construction and development of the five new cities urgently need to be deeply integrated with the“dual carbon”strategy.The study focuses on the requirements of Shanghai's dual carbon strategy goals,with a focus on the five new cities that are key to development during the 14th Five Year Plan period.Based on their lowcarbon development status and problem characteristics,and drawing on domestic and foreign experience,the study proposes optimized low-carbon development paths and related countermeasures for the five new cities from the aspects of low-carbon technology integration,regional coordinated development,low-carbon management efficiency improvement,and low-carbon practice innovation.
