地方数字政府建设的逻辑张力与调适

摘　　要：数字政府建设已成为推进国家治理体系和治理能力现代化的内在要求和基本路径。各地方政府已将数字建设作为治理能力提升、政务服务优化和发展地方经济的必要方式,并内嵌于政府的组织结构中,推动各地政府进行平台建设、流程再造与组织革新。在地方数字政府建设过程中呈现出的技术赋能与组织重构逻辑受到各地技术条件、治理偏好、政治资源等因素的影响。为了缓解预期目标与客观实践之间的张力,地方政府采用饱和式建设、议题捆绑、协同治理等策略予以调适,但此类策略性行为可能减损地方数字政府建设的实际绩效和民众对此的合法性认同。应通过数字精准治理、数字素养提升、建构地方政府激励相容机制等方式予以系统回应,以提升地方数字政府建设的治理效能,缓解应然逻辑与实践策略之间的紧张态势。The construction of digital government has become an inherent requirement and basic path to promote the modernization of national governance system and governance capacity.Local governments have taken digital construction as a necessary way to improve governance capacity,optimize government services and develop local economy,and embedded it in the organizational structure of the government to promote local governments to carry out platform construction,process reengineering and organizational innovation.Yet,the logic of technological empowerment and organizational reconstruction presented in the process of local digital government construction is influenced by local technical conditions,governance preferences,political resources and other factors.To alleviate the tension between the intended objective and the objective practice,local governments adopt strategies such as saturation construction,issue binding and collaborative governance to adjust.However,such strategic behavior may undermine the actual performance of local digital government construction and the public legitimacy of this.A systematic response should be given through digital precision governance,digital literacy improvement,and the construction of local government incentive compatibility mechanism,in order to improve the governance effectiveness of local digital government construction and alleviate the tension between rational logic and practical strategies.
