自主治理与社会支持如何促进乡村治理共同体的建构--基于陕西省TF村人居环境治理的考察

摘　　要：建构乡村治理共同体既是化解治理难题、提升治理效能、增强治理韧性的关键路径,也是实现乡村治理现代化的重要支撑。基于公共池塘资源自主治理理论和社会支持理论梳理逻辑结构,选取陕西省TF村人居环境治理实践为研究对象,深入解析自主治理和社会支持的演进逻辑和发生机制。研究发现,乡村治理共同体的生成遵循汇聚共识—集体行动—常态督导这一逻辑理路。自主治理强化了村民作为治理共同体的主体力量,社会支持拓宽并巩固了治理共同体的外围,自主治理与社会支持的耦合协同进一步激发治理效能,并产生倍增效应,进而加速了乡村治理共同体的建构。泛在化的数字媒介在此过程中扮演着自主治理体系的“黏合剂”和社会支持网络的“编织机”角色,并发挥了相应功能。以民主协商为基础的观念转变、以激励约束为导向的制度供给、以成本分担为动力的共同建设、以共治共享为目的的赋权增能等四项机制确保了治理共同体的效能发挥。Constructing a rural governance community is not only a key pathway to resolve governance challenges,improve governance effectiveness,and enhance governance resilience,but also an important support for achieving rural governance modernization.Based on the theories of autonomous governance of public commons resources and social support,it analyzes the logical structure and explores the evolutionary logic and occurrence mechanisms of autonomous governance and social support in the practice of rural human settlement governance in TF Village in Shaanxi Province.The research shows that the generation of the rural governance community follows the logical route of“gathering consensus-collective action-regular supervision.”Autonomous governance strengthens the core role of villagers as the governance community,while social support broadens and consolidates the periphery of the governance community.The coupling and synergy between autonomous governance and social support further stimulates governance effectiveness and generates a multiplier effect,thereby accelerating the construction of the rural governance community.The ubiquitous digital media plays the role of“glue”in the autonomous governance system and the“loom”in the social support network,and fulfills its corresponding functions in the process.Four mechanisms-based on democratic consultation for concept transformation,guided by incentives and constraints for institutional supply,driven by cost sharing for joint construction,and aimed at empowerment and capacity building for the purpose of common governance and sharing have ensured the effective functioning of the governance community.
