摘　　要：追溯全球化的起源,有助于我们思考全球化底层逻辑是否发生改变及我们该如何予以有效应对。在不同的历史阶段,全球化皆具有三对矛盾互动的基本特征:单向度与可逆性、非中性和中性、全球治理和国家治理。新的动荡变革期及此轮逆全球化的成因主要包括:民粹主义、保护主义和单边主义思潮的冲击;主客观“脱钩断链”冲击经济全球化的底层逻辑;科技进步既拉动增长又制造“数字鸿沟”;应对气候变化和经济增长双重治理目标难以兼顾;全球治理体系本身面临严峻的有效性与合法性危机。当下,如何让全球化重回健康轨道,成为摆在世界各国面前的重大历史性命题。作为负责任大国,中国正致力于构建以开放型世界经济、数字赋能与创新驱动、绿色可持续发展、互利共赢与普惠包容为特征的新型全球化。Tracing the origins of globalization can provide insights into whether its fundamental principles have evolved and how we should effectively address these changes.In different historical period,globalization exhibits three primary characteristics that interact with each other:unidirectionality and reversibility,non-neutrality and neutrality,and global and national governance.The recent backlash against globalization,in the current period of turbulence and transformation,can be attributed to several factors:the rise of populism,protectionism,and unilateralism;the disruption caused by both objective and subjective"decoupling"to the foundational logic of economic globalization;the dual effect of technological advancement that fosters growth while simultaneously creating a"digital divide";the challenge of balancing the dual governance objectives of climate change mitigation and economic growth;and the severe crisis of effectiveness and legitimacy within the global governance framework.Presently,steering economic globalization towards a healthier trajectory stands as a significant historical challenge for the international community.As a responsible major power,China is dedicated to fostering a new form of globalization characterized by an open world economy,digital empowerment and innovation-driven development,green and sustainable practices,and mutually beneficial and inclusive growth.
