经济全球化的结构效应与新型经济全球化的发展方向

摘　　要：冷战后,全球化结构发生了重大变化,打破了西方发达资本主义国家的单向作用过程,形成多主体的推动;打破了“中心-边缘”的结构,边缘地带国家崛起;打破了国家中心主义,非国家主体作用得到发挥,这些结构变化带来了明显的结构效应,表现在世界整体性发展的大趋势难以改变,全球化进程中的资本主义固有矛盾仍然存在,全球化结构的动态性和多样性凸显,国内治理问题突出等方面。与全球化的结构效应相对照,新型全球化的发展方向:一是需要有更广泛的力量来推动;二是以发展逻辑取代资本逻辑;三是需要国家治理与全球治理相结合;四是需要数字技术对新型全球化赋能。中国等新兴市场国家和全球南方成为全球化的主要推动力量,也将是全球化的变革力量,构建平等、包容、普惠的新型全球化已经成为大势所趋;中国式现代化不仅是实现中华民族伟大复兴的必由之路,更是新型全球化结构多样化的典范;中国的发展不是与美国争夺霸权,而是要与其他新兴市场国家和广大发展中国家一道,为建设美好世界而努力。After the Cold War,the structure of globalization has undergone dramatic changes,breaking the unidirectional process of Western developed capitalist countries and forming the promotion driven by multi subjects;The"center-periphery"structure is broken,and the periphery countries rise.These structural changes have brought about obvious structural effects which are reflected in the general trend of the overall development of the world,the inherent contradictions of capitalism in the process of globalization still exist,the dynamic nature and diversity of the globalization structure are prominent,and domestic governance problems still persist.In contrast to the structural effects of globalization,the development direction of the new economic globalization is as follows:First,it needs to be promoted by a wider range of forces;Second,development logic replaces capital logic;Third,national governance should be combined with global governance;Fourth,digital technologies are needed to empower the new globalization.China and other emerging markets and the Global South have become the main driving force of globalization and will also be the transformative force of globalization.Building a new type of globalization that is equal,inclusive and beneficial to all has become the general trend of the times.Chinese-style modernization is not only the only way for the country to realize the great rejuvenation of the Chinese nation,but also a model for the diversification of the new globalization structure.China's development is not to compete with the United States for hegemony,but to work with other emerging markets and developing countries to build a better world.
