摘　　要：美国由于对原有的全球化利益分配不满试图重塑全球化的发展路径,导致贸易、投资和治理等领域的去全球化,新型全球化因而出现、进而勃兴。与传统全球化不同,新型全球化的动力正逐渐从美国转向全球南方国家,其模式也从“美元-制成品”模式转向“制成品-资源”模式,治理机制则从传统多边机制转向新型多边机制。美国政府打击和遏制新型全球化的政策可以总结为给全球南方国家打入关税“楔子”、抽掉科技“梯子”和强加美元“票子”。新型全球化的推动者需解决包容度、公共产品供给和大国协调等关键问题,从而促进全球经济的可持续发展和国际关系的和谐稳定。The United States is attempting to reshape the path of globalization because of its dissatisfaction with the traditional globalization,which has led to de-globalization in the areas of trade,investment and governance.Therefore,the new type of globalization has emerged and then flourished.Unlike traditional globalization,the impetus for this new type of globalization is gradually shifting from the United States to the countries of the Global South,its model is shifting from the"dollar-manufactured goods"model to the"manufactured goods-resources"model,and its governance mechanism is shifting from the traditional multilateral mechanism to a new type of multilateral mechanism.The U.S.policy of combating and curbing the new type of globalization could be summed up as driving a tariff wedge into the Global South,kicking away the technological ladder of the Global South and imposing the dollar bill on the Global South.The promoters of the new type of globalization needed to address the key issues of inclusiveness,the provision of public goods and coordination among the major powers,so as to promote the sustainable development of the global economy and the harmony and stability of international relations.
