摘　　要：以科技创新为支撑、新产业为引领的新质生产力不仅改变了传统的生产方式,也对完善当前的法治体系提出了新的要求。高水平法治建设能够为新质生产力的发展提供坚实保障,优化新质生产力的营商环境,激发经营主体的创新积极性,不断推动新质生产力加快发展。当前,针对知识产权制度、数据安全与隐私保护、科技领域颠覆性关键性技术突破与新型产业领域面临的挑战,需在完善知识产权保护、加强数据合规制度建设、推动科技创新领域制度发展、促进新就业形态劳动者权益保障等方面协同发力,形成符合新质生产力发展要求的法治保障体系。The new quality productive forces,supported by scientific and technological innovation and led by new industries,has not only changed the traditional mode of production,but also put forward new requirements for improving the current legal system.The construction of high-level rule of law can provide a solid guarantee for the development of new quality productive forces,optimize the business environment for new quality productive forces,stimulate the enthusiasm of business entities for innovation,and constantly promote the development of new quality productive forces.At present,in response to the intellectual property system,data security and privacy protection,disruptive and critical breakthroughs in science and technology and challenges facing new industries,it is necessary to make concerted efforts in improving intellectual property protection,strengthening the construction of data compliance systems,promoting institutional development in science and technology innovation,and promoting the protection of workers'rights and interests under new employment forms so as to establish a legal guarantee system that meets the requirements of the development of new quality productive forces.
