摘　　要：北京冬奥会的成功举办推动了我国冰雪运动的蓬勃发展。实现冰雪体育产业高质量发展,对促进经济增长、满足群众多样化的体育文化需求、推进全民健身和全民健康深度融合具有重要意义。为了科学评价冰雪体育产业高质量发展水平,选择能够有效分析产业内因的VRIO模型和有效分析产业外因的钻石模型构建冰雪体育产业高质量发展评价指标体系。为了保证评价的客观性,评价指标均使用定量指标,并采用熵权法与TOPSIS法作为权重值与评价指标的测算方法。为了检验评价指标的有效性,选择黑龙江、吉林、辽宁、新疆、内蒙古、陕西、甘肃、河北、山西、北京、山东、河南作为样本区域进行评价。研究发现:评价指标体系能够有效区分样本区域的冰雪体育产业高质量发展水平等级,并揭示制约因素。在此基础上,从冰雪体育产业高质量发展的内因和外因两方面提出建议。The successful hosting of the Beijing Winter Olympics has promoted the vigorous development of ice and snow sports in China,thus achieving high quality development of the ice and snow sports industry is of great significance for promoting economic growth,meeting the diverse sports and cultural needs of the masses,and promoting the deep integration of national fitness and health.In order to scientifically evaluate the high quality development level of the ice and snow sports industry,a VRIO model that can effectively analyze the internal factors of the industry and a diamond model that can effectively analyze the external factors of the industry are selected to construct an evaluation index system for the high quality development of the ice and snow sports industry.In order to ensure the objectivity of the evaluation,quantitative indicators are used in the indicator system,and the entropy weight method and TOPSIS method are used as the calculation methods for weight values and evaluation indicators.In order to effectively test the effectiveness of evaluation indicators,Heilongjiang,Jilin,Liaoning,Xinjiang,Inner Mongolia,Shaanxi,Gansu,Hebei,Shanxi,Beijing,Shandong and Henan are selected as sample regions for evaluation.It was found that the evaluation index system can effectively distinguish the level of high quality development of the ice and snow sports industry in the sample area,and reveal constraints.On this basis,suggestions are proposed from two aspects:optimizing the internal factors for high quality development of the ice and snow sports industry and improving the external factors for high quality development of the ice and snow sports industry.
