乡村振兴背景下农村最低生活保障制度的减贫效应研究

摘　　要：乡村振兴是党和国家实现共同富裕的重大部署,农村最低生活保障制度对保障弱势群体生存和减轻弱势群体生活压力具有重要意义。利用“中国家庭金融收入调查(CHFS)”2017、2019年2期数据,以家庭为单位,分别以国际贫困线、低保线和相对贫困线为贫困标准探讨农村最低生活保障制度的减贫效应,以期为我国乡村振兴“兜底线”的研究提供借鉴。结果显示:3种贫困标准下我国农村最低生活保障制度均发挥了减贫效应,减贫效果为国际贫困线>低保线>相对贫困线,且在地区间存在差异性,当前我国农村最低生活保障标准还有较大的提升空间。最后提出建立健全与经济发展水平、基本生活需求相适应的常态化增长机制和动态补贴机制,适度提升最低生活保障标准,增强低保对象的自我发展能力,注重低保制度的公平正义,进一步缩小地区差异等建议。Rural revitalization is a significant strategic deployment by the Party and the state to achieve common prosperity.The rural minimum living standard guarentee system plays a crucial role in safeguarding the survival of vulnerable groups and alleviating their living pressures.This paper use"Chinese family financial income survey(CHFS)2017 and 2019"two phase data,examines the poverty reduction effects of the rural minimum living standard guarentee system based on three poverty standards:the international poverty line,the minimum living standard line,and the relative poverty line,with families as the unit of analysis.The aim is to provide insights for research on setting a safety net for rural revitalization in China..The empirical results show that:under the three different standards,China's rural subsistence allowance has played a poverty reduction effect,with the effectiveness being greatest for the international poverty line,followed by the minimum living standard line,and then the relative poverty line.There are also regional differences observed.It's found that there is considerable room for improvement in the current rural minimum living standard security threshold in China..Finally,it puts forward to establish and improve the regular growth mechanism and dynamic subsidy mechanism that are compatible with the level of economic development and the connotation of basic living needs,appropriately raise the standard of subsistence allowance,enhance the self-development ability of the subsistence allowance recipients,pay attention to the fairness and justice of the subsistence allowance system,and further narrow regional differences.
