新形势下俄罗斯高等教育出口分析

摘　　要：苏联曾是全球高等教育出口大国,苏联解体后,其主要继承者俄罗斯联邦因经济和社会危机,国际教育市场份额骤减。为此,俄罗斯政府制定了一系列策略,丰富教育合作项目,推动留学生人数增长,提升教育出口收入。然而,俄罗斯在世界高校排名、授课语言和文凭认证等方面仍存在问题,加之新冠疫情、乌克兰危机、美国和西方制裁进一步加剧了这些挑战。不过,俄当局正积极采取应对措施,调整策略,力求在亚洲、非洲及拉丁美洲等传统教育合作伙伴中发掘新的教育出口潜能,其高等教育出口仍具有较好的前景。俄罗斯高等教育出口的新经验值得我们思考和吸取。The Soviet Union was once a major exporter of higher education in the world.Yet after its collapse,the share of the Russian Federation as its main successor in the international education market sharply declined due to economic and social crises.In response,the Russian government has developed a series of strategies to enrich education cooperation programs,promote the growth of international students,and increase education export income.However,challenges remain in areas such as university rankings,teaching languages,and diploma certification.Additionally,the COVID-19 pandemic,the Ukrainian crisis,and Western sanctions have further exacerbated the situation.Nevertheless,the Russian authorities are taking active measures and,changing their strategy,are striving to find new potential for exporting education in traditional partnership with Asia,Africa and Latin America.Thus,the export of Russian higher education still has good prospects.The new experience of Russia’s higher education export is worth our serious consideration and learning.
