摘　　要：2025年1月13日至14日上午,全国水利工作会议在北京召开。水利部党组书记、部长李国英出席会议并讲话。他强调,要坚持以习近平新时代中国特色社会主义思想为指导,全面贯彻党的二十大和二十届二中、三中全会精神,落实中央经济工作会议、中央农村工作会议部署,坚持稳中求进工作总基调,完整准确全面贯彻新发展理念,坚持习近平总书记“节水优先、空间均衡、系统治理、两手发力”治水思路,坚持问题导向,坚持底线思维,坚持预防为主,坚持系统观念,坚持创新发展,以进一步全面深化水利改革为动力,更好统筹发展和安全,建立健全水利高质量发展制度体系,大力发展水利新质生产力,进一步提升水旱灾害防御能力、水资源节约集约利用能力、水资源优化配置能力、江河湖泊生态保护治理能力,为推动水利高质量发展、保障我国水安全作出新的贡献。From January 13 to 14,2025,the National Water Conservancy Work Conference was held in Beijing.Li Guoying,Secretary of the Leading Party Members Group and Minister of the Ministry of Water Resources,attended and delivered a speech at the conference.He emphasized the need to adhere to Xi Jinping's thought of socialism with Chinese characteristics in the new era as guidance,fully implement the guiding principles of the Party's 20th National Congress and the second and third plenary sessions of its 20th Central Committee,and carry out the deployments of the Central Conference on Economic Work and the Central Rural Work Conference.It is necessary to follow the general principle of making progress while working to keep performance stable,fully and accurately implement the new development philosophy,and adhere to General Secretary Xi Jinping's water governance approach of“prioritizing water conservation,balancing spatial development,system-based management,and dual-force implementation.”The focus should be on problem-solving,bottom-line thinking,prevention as the primary approach,systemic thinking,and innovative development.The objective is to further comprehensively deepen water conservancy reform,better coordinate development and safety,establish and improve a system for the high-quality development of water conservancy,vigorously develop new quality productive forces in water conservancy,and further enhance capabilities for flood and drought disaster prevention,water resource conservation and intensive use,water resource optimization and allocation,and ecological protection and governance of rivers,lakes,and reservoirs.These efforts aim to make new contributions to promoting high-quality development in water conservancy and safeguarding China's water security.
