关于水利行业自然垄断环节与竞争性环节分类改革的推进策略研究

摘　　要：文章从贯彻落实党的二十届三中全会精神、加快构建国家水网、更好发挥市场机制作用等方面论述了水利行业自然垄断环节与竞争性环节分类改革的重大意义,分析梳理了改革的思路,提出了做大做强国有水利企业、推进水网独立运营等重点改革举措,并从完善水利相关法律法规、推动组建水网企业等角度提出了若干对策和建议,以期为全面深化水利改革提供参考。The article discusses the significant significance of the classification reform of natural monopoly and competitive links in the water conservancy industry from the aspects of implementing the spirit of the Third Plenary Session of the 20th Central Committee,accelerating the construction of the national water network,and better playing the role of market mechanisms.It analyzes and clarifies the reform concept,proposes key reform measures such as expanding and strengthening state-owned water conservancy enterprises and promoting independent operation of water networks,and puts forward several measures and suggestions from the perspectives of improving water conservancy related laws and regulations and promoting the establishment of water network enterprises,in order to provide reference for comprehensively deepening water conservancy reform.
