摘　　要：构建上下游贯通一体河湖保护治理体系,是贯彻落实习近平总书记治水思路和关于治水重要论述的具体实践,是实施国家江河战略的重要路径,是破解河湖保护治理难题的重要举措。文章阐述了构建上下游贯通一体河湖保护治理体系的重要意义,深入分析了“贯通一体”的理念在流域“四统一”、河湖长制、国家“江河战略”等工作中的实践探索,从完善流域管理制度体系、完善流域-区域协同治理机制、完善相应制度保障体系等方面,提出进一步推动构建流域上下游贯通一体河湖保护治理体系的对策建议。Establishing an integrated river and lake protection and governance system that connects the upstream and downstream regions is a concrete practice of implementing President Xi Jinping's concept and important discourse on water governance,a crucial path for implementing the“National River and Lake Strategy”,and an important measure to address the challenges in river and lake protection and governance.This article elaborates on the important significance of building an integrated river and lake protection and governance system that connects upstream and downstream,and deeply analyzes the practical exploration of the concept of“connectivity”in the implementation of the“four unifications”of the basin,the River and Lake Chief System,and the“National River and Lake Strategy”.From the aspects of improving the river basin management system,enhancing the basin-region collaborative governance mechanism,and refining the corresponding institutional support system,the article puts forward measures and suggestions to further promote the construction of an integrated river and lake protection and governance system that connects upstream and downstream of the basin.
