摘　　要：全球气候变化和快速城市化发展的背景下,全球城市洪涝灾害频发,造成了严重的经济损失和社会问题,成为城市公共安全和防灾减灾体系的突出短板。文章以城市洪涝风险概念及其内涵为基础,系统分析城市洪涝灾害风险评估方法,阐释变化环境下城市洪涝风险的发展趋势,总结城市洪涝风险应对与调控的基本策略,探讨城市洪涝风险应对主要框架及关键技术与措施,为增强城市防洪减灾能力、提升城市洪涝灾害应对水平、保障城市公共安全和支撑城市高质量发展提供依据。Global climate change and rapid urbanization cause the increases in frequency of urban flood disaster across the world,which have caused serious economic losses and social problem.Thus,urban flood disasterhas become the significant weakness for urban public safety and disaster prevention and relief system.Based on the concept and connotation of urban flood risk,this article systematically analyzes the risk assessment methods of urban flood disaster,explains the development trend of urban flood risk under changing environments,summarizes the basic strategies for urban flood risk response and regulation,explores the main framework and key technologies and measures for urban flood risk response,providing a basis for enhancing urban flood control and disaster relief capabilities,improving urban flood disaster response degree,ensuring urban public safety,and supporting high-quality urban development.
