摘　　要：规范和引导资本健康发展是中国式现代化的显著特色。资本具有“二重性”的特性与行为规律,它既作为促进社会主义市场经济发展的生产要素而存在,也在渗入政治、经济与文化领域中不断滋生隐患。为此,中国共产党在立场规范上坚持“人民逻辑”对“资本逻辑”的超越、在制度规范上坚持“制度优势”对“资本劣势”的规约、在主体规范上坚持“有为政府”与“有效市场”的统一。迈向新时代新征程,要进一步驾驭资本力量,必须着力防范资本介入政治、经济和文化领域的风险,在坚持中国共产党的领导下,注重防控资本权力化与权力资本化的两种危险、调控资本衍生的贫富差距、防止资本发展的脱实向虚、防治无序扩张的资本垄断,以此提升中国共产党资本治理的效能,助力中国式现代化稳健发展。Standardizing and guiding the healthy development of capital is a prominent feature of Chinese path to modernization.Capital has the characteristic and behavioral law of“duality”.It exists as a production factor that promotes the development of socialist market economy,but it also constantly breeds hidden dangers in the fields of economy,politics,and culture.To this end,the CPC adheres to the transcendence of“people’s logic”over“capital logic”in terms of position norms,the stipulation of“institutional advantages”over“capital disadvantages”in terms of institutional norms,and the unity of“promising government”and“effective market”in terms of subject norms.In the new era and new journey,to further control the power of capital,we must focus on preventing the risk of capital involvement in the political,economic and cultural fields.Under the leadership of the CPC,we should focus on preventing and controlling the two dangers of capital power and power capitalization,regulating the gap between rich and poor derived from capital,preventing the unrealistic development of capital,and preventing the disorderly expansion of capital monopoly,so as to improve the effectiveness of capital governance of the CPC,And help Chinese path to modernization develop steadily.
