组织振兴视角下乡村治理共同体建构:内核、平台与互动

摘　　要：组织振兴是乡村治理有效的依赖与基础,也为乡村治理共同体重塑带来契机。组织的实质性振兴是对乡村个体充分动员的过程,是对各类正式与非正式静态组织平台的动态性赋能。文章基于新型城镇化与乡村振兴并轨推行背景,运用内核—平台—互动分析框架,以上下协同、内外联动的视角解析南村治理共同体建构实践。南村治理共同体演变过程中:萌芽期阶段,共同体内核维持网络稳定;成长期阶段,共同体平台规范参与结构;发展期阶段,共同体互动链接实质性功能。可见,乡村治理共同体与组织振兴相辅相成,是具备精神价值统一、网络联结紧密、资源利益共享、互动机制明确、群体行动有效、需求回应及时、约束规则系统的要素集合。乡村治理共同体应是在上述要素基础之上,充分调动村域内部与外部主体包括村级自治组织、集体合作组织、乡镇政府、社会组织、企业等主体优势而形成的高效行动机制;是内核稳定、平台完备、持续互动的组织化过程;是具有开放性与延展性的有机系统;是持续更新的无边界样态。因此,治理共同体的建构愿景应包括:第一,存在高度凝聚的共同体内核,并稳固支撑共同体组织网络;第二,内生覆盖全面的行动平台,且边界模糊,易于主体嵌入;第三,各类组织主体充分互动,链接实质性治理功能,持续更新共同体形态。Organizational revitalization is both the foundation and essential support for effective rural governance,providing opportunities to reconstruct rural governance communities.Substantial organizational revitalization involves fully mobilizing rural individuals and dynamically empowering various formal and informal organizational platforms.Against the backdrop of the parallel implementation of new urbanization and rural revitalization,this paper employs the core-platform-interaction analysis framework to analyze the construction practices of Nancun’s governance community from the perspectives of top-down coordination and internal-external linkage.The evolution of Nancun’s governance community includes three stages:In the embryonic stage,the community’s core maintains network stability.In the growth stage,the community platform regulates participation structures.In the development stage,the community interacts and links substantive functions.This analysis indicates that rural governance communities and organizational revitalization are complementary processes.They constitute a collection of unified spiritual values,tight network connections,shared resources and benefits,clear interaction mechanisms,effective group actions,timely responses to needs,and systematic constraint rules.An efficient rural governance community should be founded on these elements,fully leveraging the strengths of internal and external village entities such as village-level autonomous organizations,collective cooperative organizations,township governments,social organizations,and enterprises.It should be an organizational process with a stable core,a comprehensive platform,and continuous interaction,forming an open,flexible,and ever-evolving organic system.The construction vision for governance communities should include A highly cohesive community core providing stable support for the community organization network-an endogenous action platform with comprehensive coverage,blurred boundaries,and easy.
