摘 要:水量分配是解决跨行政区域流域水事矛盾,实现水资源在流域内的行政区域之间进行科学、合理配置的必然要求。本文以黄华河流域为例,根据流域水资源特点及开发利用现状和流域内各行政区域现状及未来经济社会发展对水资源的需求,以流域用水总量控制指标为上限,结合规划年水资源配置成果,确定各行政区域地表水可分配水量和分水比例,形成黄华河流域水量分配方案。水量分配成果可作为流域未来取用水管理的重要依据,为未来协调各省(自治区)用水关系提供技术支撑。Water allocation is essential for resolving water conflicts across administrative regions within a river basin and for achieving scientific and rational distribution of water resources among these regions.This paper takes the Huanghua River Basin as an example.It considers the characteristics of the basin’s water resources,the current state of development and utilization,and the present and future water resource demands of various administrative regions within the basin.Using the total water use control indicators of the basin as an upper limit,and combining these with the outcomes of water resource allocation planning for the target year,the allocable surface water volume and distribution ratios for each administrative region are determined,forming the water allocation plan for the Huanghua River Basin.The results of the water allocation can serve as a crucial basis for future water resource management within the basin and provide technical support for coordinating water usage among provinces(regions)in the future.
