摘　　要：本文以杭州市建德市为研究对象,以“污染治理与资源化利用相结合”的理念为出发点,分析了建德市目前采用的水污染治理模式、技术和运维管护机制,探索了在丘陵山区农村生活污水治理方面的新思路。通过秉持“因地制宜、分类推进,应治尽治、利用为先”的原则,以“用”为主的治理理念,成功解决了丘陵山区农村生活污水治理和资源化利用方面面临的难题,有效提高了资源利用效率,减少了环境污染,对推动建德市农村生活污水治理和资源化利用事业的发展具有重要意义,同时也有助于实现“美丽中国”的建设和可持续发展目标。This paper takes Jiande City,Hangzhou,as a case study and adopts the concept of“combining pollution control with resource utilization”as its starting point.It analyzes the current water pollution control models,technologies,and operation and maintenance mechanisms implemented in Jiande City,and explores new approaches to rural domestic sewage treatment in hilly and mountainous areas.By adhering to the principles of“local adaptation,phased advancement,treating all that can be treated,and prioritizing utilization”,and focusing on a“utilization-first”governance approach,the study successfully addresses the challenges of rural domestic sewage treatment and resource utilization in hilly and mountainous areas.This has effectively improved resource use efficiency and reduced environmental pollution.The findings are of significant importance for promoting the development of rural domestic sewage treatment and resource utilization in Jiande City,and they also contribute to the realization of the“Beautiful China”initiative and sustainable development goals.
