摘 要:为提高怀柔水库防洪调度精细化管理水平,本文通过对怀柔水库“23·7”洪水防洪调度措施进行梳理,对水库调洪方式、泄洪途径等进一步进行深入分析,并提出了防洪调度工作建议:不断提高洪水预报精度,有效支撑调度决策;统筹考虑防洪与兴利需求,在洪水进程的不同阶段,分类制定调度措施;超前谋划调度措施,为可能发生的后续洪水腾出调度空间。研究成果可为今后怀柔水库防洪调度及运行管理提供参考。To improve the refined management level of flood control and regulation at the Huairou Reservoir,this paper reviews the flood control and regulation measures for the“23·7”flood event,further analyzes the reservoir’s flood regulation methods and discharge routes,and proposed suggestions for flood control dispatch work.These include continuously improving flood forecasting accuracy to effectively support regulation decisions,balancing flood control and beneficial uses,developing differentiated regulation measures at various stages of the flood process,and proactively planning regulation measures to reserve space for potential subsequent floods.The research findings can provide valuable reference for future flood control regulation and operational management of the Huairou Reservoir.
