铸牢中华民族共同体意识的理论逻辑与实践面向——基于林西县新林镇的调研

摘　　要：乡村治理现代化是乡村振兴战略的基础性内容,是维护乡村社会稳定和创造各族人民美好生活的必然选择。民族工作是调节社会关系的重要抓手,其过程涉及乡村治理的各个维度。因此,铸牢中华民族共同体意识作为新时代党的民族工作的主线,要融汇于乡村治理现代化的全过程,这两者在理论与实践层面都具有耦合关系。在理论逻辑方面,从纵向的过程结构来看,乡村治理现代化在目标、主体、客体、方式等方面的特点与铸牢中华民族共同体意识的客观需要相契合;从横向的场域结构来看,乡村经济、文化、社会、生态治理现代化为铸牢中华民族共同体意识提供了物质基础、思想引领、制度与服务保障以及环境条件。在实践面向方面,本文以内蒙古自治区赤峰市林西县新林镇为例,阐释以乡村治理现代化推进民族工作高质量发展的同心圆模式,并分析现代化治理的组织领导机制、奖惩评价机制、宣传教育机制、数字赋能机制对推进乡村铸牢中华民族共同体意识工作的价值和意义。The modernization of rural governance,which represents the trend of China's rural social reform and development,should promote the socialization of cognition and practice of forging a strong sense of community for the Chinese nation to meet the practical needs of the system and the times.Theoretically,this paper analyzes the relationship between 1)the vertical process and the+horizontal field of rural governance modernization and 2)the building of a strong sense of communityfor the Chinese nation.Vertically,the goal of good execution"of rural governance modernization,diversified governance subjects,comprehensive governance targets,and integrated governance methods should be consistent with the historical origins and practical demands of fostering a strong sense of community for the Chinese nation.Horizontally,the modernization of rural economic governance is to provide a material basis for fostering a strong sense of community for the Chinese nation.Moreover,the modernization of rural cultural governance is to provide an ideological compass for building the common spiritual home of the Chinese nation.What is more,the modernization of rural social governance is to furnish institutional and service safeguards for deepening the ethnic-embedded social fabric.Finally,the modernization of rural ecological governance is to provide the environmental conditions for the survival of the Chinese national community.Practically,this paper uses Xinlin Town,Linxi County,Chifeng City,Inner Mongolia Autonomous Region,as a case study to demonstrate the concentric circle model.This model is meant to drive high-quality development in rural ethnic work through the modernization of rural governance.At the same time,the paper analyzes the role of the relevant mechanism construction of Xinlin town in fostering a strong sense of community for the Chinese nation:Xinlin town has established concentric circles of economic,cultural,social and ecological governance focused on fostering a strong sense of community for the Chinese nation.The eco
