生态文明法治观视域下黄河流域生态保护法治体系的完善

摘　　要：习近平总书记的生态文明法治观明确指出,法治应当在生态文明建设中发挥基础性、引领性和保障性作用。新时期的黄河流域生态保护承载着高质量发展的时代使命,也面临着保护需求的实质性、全局性变化。黄河流域生态保护需要坚持依法治理、协同保护、生态优先的生态文明法治观,具体可采取以下策略:加强黄河流域生态保护立法,健全法律规范供给体系;创新法律实施体制机制,实现法律实施环节的协同互济;完善法律监督制度体系,增强法律监督的联动性。通过采取这些策略来完善黄河流域生态保护法治体系,实现在法治轨道上全面推进黄河流域生态保护。General Secretary Xi Jinping's vision of ecological civilization and the rule of law clearly emphasizes that the rule of law should play a fundamental,guiding,and safeguarding role in the construction of ecological civilization.In the new era,the ecological protection of the Yellow River Basin carries the mission of high-quality development while facing substantial and comprehensive changes in protection needs.Ecological protection in the Yellow River Basin requires adherence to the principles of governance by law,collaborative protection,and prioritization of ecology,as guided by the rule of law in ecological civilization.The strategies that may be adopted include:strengthening the legislation on ecological protection in the Yellow River Basin and improving the legal and regulatory supply system;innovating the mechanisms for legal implementation to ensure the coordination and mutual aid of implementation processes;and enhancing the legal supervision system to strengthen the interconnections of legal supervision.By implementing these strategies,the legal framework for ecological protection in the Yellow River Basin can be improved,ensuring the comprehensive advancement of ecological protection in the region within the rule of law framework.
