环境规制对长江经济带工业绿色全要素生产率的影响——基于数字经济的调节效应

摘　　要：在资源和环境双重约束下,提升绿色全要素生产率是实现经济高质量发展的基本途径之一。数字经济正日益强化数字要素资源配置的优化作用,这使得环境规制对绿色全要素生产率的影响呈现出新的趋势,对此进行深入研究显得尤为迫切。通过对长江经济带108个地级市2014—2021年的面板数据进行深入分析,探讨数字经济在环境规制及绿色全要素生产率影响中发挥的调节作用,并运用双重差分法和三重差分法进行实证检验。结果表明:环境规制的有效实施能推动长江经济带工业绿色全要素生产率的全面增长,资源型城市表现更显著;随着新质生产力的发展,数字经济对环境规制和长江经济带工业绿色全要素生产率的正向调节效应不断增加。因此,长江经济带各地级市需进一步发挥数字经济的引擎作用,着力构建差异化的环境治理政策组合。In a context of dual constraints of resource and environment,one of the fundamental ways for high-quality economic development lies in improving green total factor productivity in an all-round way.With the increasing role of the digital economy in optimizing data element resource allocation,the impact of environmental regulations on green total factor productivity has a new tendency,and there is an urgent need for additional exploration.Utilizing sample data from 108 cities along the Yangtze River Economic Belt during the period 2014—2021,we discuss the moderating effect of digital economy in relation to the impact of environmental regulations on green total factor productivity.Furthermore,difference-in-difference and difference-triple models are used to make an empirical test.The findings indicate that the effective implementation of environmental regulations contributes to the overall enhancement of green productivity in the Yangtze River Economic Belt,with resource-based cities being more significant.With the development of new quality productivity,the positive moderating effect of digital economy on environmental regulations and industrial green total factor productivity in the Yangtze River Economic Belt is constantly increasing.Therefore,cities at all levels in the Yangtze River Economic Belt should further play the role of the engine of digital economy and strive to build a differentiated environmental governance policy portfolio.
