北欧两国青少年体育俱乐部治理经验借鉴与中国路径

摘　　要：青少年体育俱乐部是促进新时代体育事业发展的重要社会力量,具有青少年健康促进与后备人才培养职能。该研究采用文献资料与案例分析法,以挪威和瑞典为例,梳理分析两国体育俱乐部发展历程与治理经验对我国青少年体育俱乐部治理路径的启示。研究发现,挪威和瑞典体育俱乐部整体上呈现从“志愿体育俱乐部”到“国家扶持+志愿体育俱乐部”、再到“国家扶持+市场融入+志愿体育俱乐部一体化发展”的历史变化,形成了繁荣发达的志愿服务、分工明确的治理体系、多方协调的合作关系、多元开发的融资渠道、全民共享的福利体制等治理经验。结合我国共建共治共享社会治理格局与青少年体育发展传统,建议未来我国青少年体育俱乐部治理应形成一核多元的主体结构、协商合作的治理方式、以人为本与公平配置的治理目标。Youth sports club is an important social force to promote the development of sports in the new era.It has the functions of promoting youth health and cultivating reserve talents.Using literature review and case analysis,this study takes Norway and Sweden as examples to analyze the development history and governance experience of sports clubs in the two countries and the enlightenment on the governance path of youth sports clubs in China.The study found that the sports clubs in Norway and Sweden as a whole showed a historical change from"voluntary sports clubs"to"state support+voluntary sports clubs",and then to"state support+market integration+integrated development of voluntary sports clubs".It has formed a prosperous and developed voluntary service,a governance system with a clear division of labor,a multi-party coordinated cooperative relationship,a diversified development of financing channels,and a welfare system shared by all.According to the social governance pattern of co-construction,co-governance and sharing and the development tradition of youth sports,it is suggested that the future governance of youth sports clubs in China should form a core and diversified main structure,a governance mode of consultation and cooperation,and a governance goal of people-oriented and fair allocation.
