技术自主性视角下体育领域中的技术治理与秩序重塑

摘　　要：技术的高速发展导致现代体育异化问题层出不穷,体育领域中的人类造物已经影响到了体育治理的传统秩序。科学运用技术治理实现人控与技控的有机结合,是解决体育技术自主运行与失控问题,构建良好体育秩序,推动中国特色社会主义体育法治建设的关键路径。该研究从技术哲学中的技术自主性视角出发,分析了技术漂迁、技术律令与体育领域中技术失控问题的利弊关系。同时将技术治理理论与体育实践相结合,围绕体育领域中的技术治理和控制,对技术治理和体育秩序的关系进行了论述。研究认为:体育领域中的技术是可控的,体育领域中的技术失控是由于技术发展导致体育秩序破坏而造成的;技术治理有助于体育秩序的达成,建立合理的、动态平衡的体育秩序是体育发展的终极目标。未来我国的体育秩序将呈现智慧法治形态下技治与人治有机结合的发展态势,体育治理也将朝着两者融合的方向发展。The rapid development of technology leads to the emergence of modern sports alienation problems,and the human creation in the field of sports has affected the traditional order of sports governance.Scientific application of technology governance to realize the organic combination of human control and technology control is the key path to solve the problem of independent operation and out of control of sports technology,construct a good sports order,and promote the construction of socialist sports rule of law with Chinese characteristics.From the perspective of technological autonomy in technology philosophy,this study analyzes the pros and cons of technological drift,technological imperative and technology runaway in sports field.Combining the theory of technical governance with sports practice,this study discusses the relationship between technical governance and sports order by centering on technical governance and control in sports field.It is concluded that the technology in the sports field is controllable,and the out of control of technology in the sports field is caused by the development of technology leading to the disruption of sports order.Technology governance contributes to achieving sports order,and establishing a reasonable and dynamically balanced sports order is the ultimate goal of sports development.In the future,sports order in our country will present the development trend of organic combination of technology and human rule under the form of intelligent rule of law,and sports governance will also develop in the direction of integration of the two.
