摘  要:为提高抽水蓄能电站斜(竖)井施工过程中的安全性、降低事故发生率,首先结合实际施工工序构建涵盖导井施工等7个施工阶段的安全风险评价指标体系;其次应用组合数有序加权算子和序关系法组合赋权,对各施工阶段中的关键指标进行赋值计算,得出各施工阶段指标的综合权重;最后应用集对分析法判定各指标的风险态势,并依据判断标准确定风险等级。结果表明:在斜(竖)井施工过程中,反井钻机安装后未调试、人员与爆破面安全距离不够、作业现场存在其他易燃易爆物品以及防坠措施不到位等属于高风险因素,这些因素所在的作业阶段为高风险作业阶段。针对高风险因素提出防控对策,可为斜(竖)井施工现场安全管理提供参考。To enhance safety during the construction of inclined(vertical)shafts in pumped storage power stations and mitigate the incidence of accidents,a comprehensive safety risk evaluation index system encompassing seven distinct construction stages,including pilot shaft construction,has been devised in combination with the actual construction procedures.Secondly,the combined weighting method of Combination Number-based Ordered Weighted Averaging(C-OWA)and Sequential Relation Analysis Method is applied to assign values and calculate the key indicators in each construction stage,thereby obtaining the comprehensive weights of the indicators in each construction stage.Finally,the set pair analysis method is employed to ascertain the risk status of each indicator and to determine the associated risk level in accordance with the established criteria.The findings indicate that during the construction of inclined(vertical)shafts,specific factors may contribute to an elevated risk of incident occurence.These include instances where the installation of the raise boring machine is not adequately debugged,there is an insufficient safe distance between personnel and the blasting face,there are other flammable and explosive items present at the job site,and there is an absence of adequate fall prevention measures.These factors may be particularly prevalent during specific operational stages,which could be considered high-risk.In response to these circumstances,a series of corresponding countermeasures have been proposed.This method has particular practical significance for enhancing the safety management level at the construction site where inclined(vertical)shafts are being built.
