摘　　要：消防监管能力对预防和减少火灾事故、保护人民生命财产安全至关重要。本文基于技术—组织—环境(TOE)框架构建消防监管能力评估体系,选择内蒙古12个盟市为案例,运用必要条件分析方法(NCA)和模糊集定性比较分析方法(fsQCA)从技术、组织、环境3个方面对消防监管绩效进行组态分析,结果显示:内蒙古12个盟市消防监管绩效主要有5种组态,分别为:经济驱动—技术主导型、技术主导—监督检查型、技术主导—宣传驱动型和多元要素整合型;结合典型盟市对5种组态进行解读,并从因地制宜选择驱动机制、充分发挥经济的推动作用、注重技术与组织要素协同和强化社会消防安全宣传4个方面对保障消防监管绩效提出建议。Fire supervision ability is crucial for preventing and reducing fire accidents,and protecting people s lives and property.Based on the technology-organization-environment(TOE)framework,a fire supervision capability evaluation system was constructed in this paper.Taking 12 league cities in Inner Mongolia as cases,the necessary condition analysis method(NCA)and fuzzy set qualitative comparative analysis method(fsQCA)were used to analyze the performance of fire supervision from three aspects:technology,organization and environment.The results show that there are five main configurations of fire supervision performance in Inner Mongolia s 12 league cities,which are respectively economically driven-technology-led,technology-led-supervision and inspection driven,technology-led-propaganda driven and multi-element integration driven.Combined with the typical city,the five configurations are interpreted,and suggestions are put forward to ensure the fire supervision performance from four aspects:choosing the driving mechanism according to local conditions,giving full play to the driving role of the economy,paying attention to the coordination of technology and organizational elements,and strengthening publicity of social fire safety.
