摘　　要：行业研究型高校是服务国家战略、驱动创新和拔尖人才培养的重要组成部分,大型仪器设备是其综合实力的重要体现。然而,由于大型仪器设备开放共享工作仍处于起步阶段,开放共享机制和激励机制尚不完善。如何统筹行业研究型高校的大型仪器设备开放共享,对优化科技资源配置、全面提升创新和拔尖人才培养质量具有至关重要的作用。针对行业研究型高校大型仪器设备共享工作中存在的主要问题,结合学校实践经验,提出了优化制度设计实现行业范围内共享、调整激励政策提升共享效益、整合大型仪器设备分散管理探索更大效用、梳理涉密仪器设备开放清单及范围并实施分级管理等措施,这些探索可以为提升行业研究型高校仪器设备共享水平提供参考。The industry research university is a critical component in serving national strategies,driving innovation,and cultivating top talent.The large-scale instrumental facility is an important indicator of overall strength of such a university.However,the initiative for open sharing of these facilities is still in a starting phase,and mechanisms for sharing and incentives have not been perfected.Coordinating the open sharing of large-scale instrumental facilities among industry research universities is crucial to optimizing the allocation of science and technology resources,improving the quality of innovation and training of top talents.In view of the major problems in sharing large-scale instrumental facilities in industry research universities,combined with the practical experience of Nanjing University of Aeronautics and Astronautics,this study proposes strategies to achieve sharing within the national defense and military industry through top-level institutional design,strengthen incentive policies to improve sharing efficiency,integrate the decentralized management of large-scale instruments and equipment,explore greater benefits,sort out the open list and scope of classified equipment,and implement tiered management strategies.This may provide a reference for further improving the level of instrument and equipment sharing in national defense and military industry universities.
