总体国家安全观下企业档案安全风险识别治理研究——以国网海东供电公司涉密档案管理为例

摘　　要：档案承载着国家秘密,涉及经济、政治、军事、外交等多个领域的重要信息,关系到国家的安全和利益。档案安全与国家安全观具有相辅相成的逻辑关系,开展档案安全风险识别治理对巩固落实国家安全观、维护国家安全、提升企业安全保密水平具有现实意义。以国网青海省电力公司海东供电公司涉密档案管理为例,围绕管理组织、制度标准、管理方案、安全保管、信息化建设等方面,研究探索档案安全风险识别治理路径。Archives carry state secrets and important information related to strategic decision-making,diplomacy,military,economy,and other fields,which are related to national security and interests.Analyzing the Relationship between Archive Security and National Security Concept,Carrying out risk identification and governance of archives has practical significance for consolidating and implementing the national security concept,maintaining national security,and enhancing the level of enterprise security and confidentiality.Taking the management of classified archives of Haidong Power Supply Company of State Grid Qinghai Electric Power Company as an example,this study explores the identification and governance path of archive security risks around management organization,institutional standards,management plans,safety preservation,and information construction.
